It’s interesting how the Ampatuan clan’s political fortunes seem to be turning full circle—and how political camps that now call them “monsters” seem to have conveniently forgotten that they had something to do with how these “monsters” were bred to begin with.

Liberal Party presidential bet Aquino, sure that violence in Maguindanao would escalate due to “this administration’s inaction,” is demanding the suspension of Mayor Andal Ampatuan Jr. and other local officials found involved in the November 23 massacre of civilians.

Datu Andal Sr. was the henchman of Marcos in Maganoy in 1986.. He also was de facto mayor… acting since he was the vice mayor and already appointed as OIC.

Cory removed him from Office!!! I was a witness to that!

The Chief of Police, another Ampatuan yet non political and decent by the name of Datu Mod Ampatuan was appointed by Cory as OIC! I was the one who recommemnded for Datu Modi. He is an Ampatuan so he could maintain order and rule of law being the modest and clean chief of police in the place.

But in the first election post Cory, Datu Andal, Sr was back in power… since he was and still is the undisputed power in Maganoy.

I was the parish priest of Maganoy at the time and NAMFREL chair of the Province.

We don’t know if the senator realizes that he is in effect calling on the Arroyo government to undo an action by his mother’s administration.

President Corazon Aquino, right after the Edsa Revolution in 1986, removed all the duly elected local officials and appointed OICs in their stead.

In the town of Maganoy (now Shariff Aguak) in Maguindanao, the mayor then was Pinagayaw Ampatuan, who was supposedly inclined to resign anyway due to old age. The Aquino administration, with advice from then Local Government Minister (and chief government negotiator with Muslim insurgents) Aquilino Pimentel Jr., replaced just about every elected official in most local government units.

It approached Maganoy differently, though. There, the Aquino government followed the succession rule and installed the vice mayor as OIC.

That first-term vice mayor was Andal Ampatuan Sr. We now know him as the long-time governor of Maguindanao, and as father, grandfather, uncle, and in-law to at least 10 mayors, vice mayors, and other local officials in the province.

According to local sources, the appointment of Andal Sr. as OIC mayor in 1986 was backed by Maguindanao congressman Guimid Matalam, whose father in law, former Senator Salipada Pendatun, was a Liberal Party stalwart.

From then on, Andal Sr. never looked back. In 1988, in the first local elections that would test the acceptability of the OICs that Cory had installed, Andal won as mayor. He was also charged for the murder of his poll rival, Surab Abutasil.

He served as mayor for the next 10 years, and then as governor of Maguindanao. Meanwhile, his sons, nephews, and grandsons have been elected to various local positions, too.

The Ampatuans has since become a dependable ally of the next woman president, Gloria Arroyo. They delivered votes—believed to be rigged—in the 2004 and 2007 elections for Ms. Arroyo and her candidates in the national polls.

It’s also under the Arroyo administration that the Ampatuans are said to have expanded and strengthened their private army, composed of civilian volunteers enlisted and funded by the military.

Ms. Arroyo, however, may just be improving on something that Cory’s Constitution has allowed. The 1987 Constitution does not really provide the dismantling of private armies per se. Read carefully Section 24 of the Transitory Provisions—it bans only the private armies that are not sanctioned by government. But those that are “consistent with the citizen armed forced established in this Constitution”—like the civilian volunteer organizations formed by the military during Cory’s time—don’t have to go.

Families of massacre victims seek justice but fear for own safety

GENERAL SANTOS CITY.—Sixty-nine-year-old Maura Montaño seethed with anger when she was asked what she thought of the men—no, the monsters—who did terrible things last Monday in Ampatuan town, Maguindanao to her eldest child, Marife “Neneng” Montaño, the 44-year-old editor of the bilingual newsweekly Saksi Mindanaoan, a fledgling four-page publication that, all told, was no older than 12 issues.

“I want justice for my daughter,” she said in her native Cebuano, her narrow, deeply furrowed face twitching. When told what she may be up against, she said it does not matter anymore. No one who does those cruel, inhuman things to kind-hearted persons like her daughter deserves the kind of consideration they’re now getting from the government, she said.

The women who sat around her to comfort the family matriarch as she mourned her daughter’s death at the Collado Memorial Funeral Homes in this city nodded in agreement, their faces etched with sorrow and sympathy.

Cabatuan’s Tinuom: Truly, an authentic Ilonggo dish

Eating plays a major part in every Pinoy’s life. And being an archipelago, it is not a surprise to see how diverse our culinary fares are. We get to see an exciting mix of foods from the North that is not popular or doesn’t even exist in the south.

Among the local foods that that I recently tried from the Province of iloilo is Tinuom. Tinuom is a chicken soup which originally came from the town of Cabatuan in Central Iloilo.

Tinuom is made using native chicken, sliced onions, ginger, tomatoes, and tanglad (lemongrass). It is then wrapped in banana leaves and cooked in seasoned water inside a clay pot.

It is really exciting to open a freshly cooked Tinuom as the steam oozes out of the banana leaves. And its taste? Yummy. Masarap ilagay sa kanin ang sabaw! So when you dropped by the town of cabatuan, dont forget to order a serving of Tinu-om!

Ampatuan surrendered Thursday in connection with Monday’s pre-election carnage in Maguindanao that killed 57 civilians, including 29 journalists.

    Back when I was a single mom, having healthy, disease-free kids was on top of my prayer list.I believed that anybody sick in the family would bring me grief. Talk about the trouble of having sleepless nights, being absent from work and school, not to mention the high price of medicine these days.

    Thankfully, my kids have grown up to be healthy, with no hospitalization or prolonged illness on record. Blame it on luck, good genes and other things. But I really attribute it to being proactive, rather than being reactive, to matters of health and wellness. Being healthy is something you never really leave to chance. It’s something we have to practice everyday through such things as diet and lifestyle choices. It’s always been my dictum that good health is the supreme key to happiness.

    Here are some pieces of advice I can give to fellow moms, and especially new moms who are rearing their children into their first years:

    1. Complete your child’s immunization cycle. Believe doctors when they say that vaccination prevents childhood mortality and the onslaught of common childhood diseases like polio, measles, diphtheria, pertussis (whooping cough), rubella (German measles), mumps, tetanus, and Haemophilus influenzae type b (Hib). Keeping our child immunized means that he or she will be better equipped at keeping germs and infectious diseases at bay.

    2. A healthy diet is important. I found this hard at first since my son is a picky eater who dotes on hotdogs, instant noodles and anything ‘processed.’ My twins are the exact opposite since they eat pretty much what’s on the table and so, we never miss out on serving vegetables and high-fiber food like oatmeal. One trick is incorporating vegetables like squash, carrots and cabbages in usual kiddie meals like spaghetti, meatballs and cupcakes. We can also make food more appealing by planning the kids’ baon and preparing these in colorful bento boxes.

    3. Making the home environment healthy. Parents must practice what they preach. You can’t really expect kids to follow a healthy lifestyle if they see you regularly smoking in the living room or loading lots of beer on the refrigerator. Curiosity will get the better of them in the end. It is also important to keep the house always clean and regularly ridding it of airborne irritants which can lead to allergies and such.

    4. A healthy balance between school and play makes Jill a bright girl. Although my kids go to traditional schools, I do adhere to non-conventional ways of educating them. I let my children learn at their own pace. I never impose on them to just hit the books because there are certainly other ways of learning, such as those which can be gleaned from travelling and interacting with different kinds of people. I also let them be comfortable with the use of the computer because there are lots of educational software (and even Wii games) that’s out in the market which they can learn from.

    5.Being healthy is a continuing learning process.
