President Aquino gave orders to investigate crime against the Filipino people. Pampanga Representative (2nd district) Gloria Arroyo files a resolution to amend the Constitution.
First day of the new administration and Gloria Arroyo has served notice that she won’t be just waiting for sheriffs to pick her up and dump her in jail just like what she did to her predecessor, President Estrada.
Together with her son, Camarines Sur Rep Diosdado “Dato” Arroyo,she filed a resolution calling for the convening of Congress into a constitutional convention for the purpose of amending economic and political provisions in the Constitution.
Her previous failed attempts to change the Constitution revealed that she prefers a parliamentary form of government.
In his inaugural speech, Aquino ordered Justice Secretary Leila de Lima to give justice to the Filipino people who have been wronged by the policy of impunity that Arroyo practiced during her nine years of stolen presidency.
“To those who are talking about reconciliation, if they mean that they would like us to simply forget about the wrongs that they have committed in the past, we have this to say: there can be no reconciliation without justice. Sa paglimot ng pagkakasala, sinisigurado mong mauulit muli ang mga pagkakasalang ito. Secretary de Lima, you have your marching orders. Begin the process of providing true and complete justice for all,” he said.
Aquino also announced the creation of a Truth Commission to be headed by former Chief Justice Hilario Davide which would investigate and put closure to the many anomalies involving Arroyo and persons close to her.
Presidential Spokesperson Edwin Lacierda said they are drawing up the mandate and parameters of authority of the Truth Commission that will be set up to look into allegations of corruption and abuse of power during the Arroyo administration.
Lacierda said the commission will investigate and build a case against erring government officials and not only Gloria Arroyo.
I seriously doubt if this Truth Commission is the right body to make Arroyo answer for her crimes against the Filipino people. Lawyer friends said since it will be created by an executive order, it would not have the prosecutorial powers.
It would not be as powerful as the Presidential Commission on Good Government created by President Cory Aquino to recover the ill-gotten wealth of the late President Marcos which had sequestration powers.
What is important is the political will to set an example of accountability; for official of the government to be aware that if they commit acts detrimental to the interest of the Filipino people, they would have to answer for that.
There’s a long list of Arroyo’s crimes. Number one is stealing the elections. And there’s the “Hello Garci” tapes to prove that. The body that would investigate Arroyo should ask her what she was “sorry for when she came out with that infamous, “I am sorry” video message.
When she tampered with the results of the elections with help of former Comelec Commissioner Virgilio Garcillano and a number of military officers, she not only stole the presidency from Fernando Poe Jr but she robbed the Filipino people of their constitution right to elect their president.
That’s why I am disappointed that it’s Davide that Aquino chose to head the Commission. In the first place, it was Davide who installed Arroyo to an unelected presidency, administering her oath of the presidency even when there was no vacancy to the position in violation of the Constitution. It was his court that legitimized Arroyo’s illegal presidency with that “constructive resignation” doctrine.
Davide served as Arroyo’s representative to the United Nations even after she was exposed to have cheated in the 2004 elections.
Actually, the Cha-Cha resolution may just be an added weapon that Arroyo is trying to build to protect herself. She has reasons to feel confident that she would be safe with Davide as investigator.
This was articulated by her son,Mikey Arroyo who had good words for Davide although he just mentioned the NBN-ZTE case: “With his impeccable background and given his renowned objectivity in handling issues, however controversial they are, I am highly optimistic that the Truth Commission, with Chief Justice Davide at the helm, would come out with the most objective conclusion to the NBN-ZTE saga, clearing all those wrongfully accused by those who used the GMA administration as a jumping board for their political objectives.”
Mikey further said “I just pray that if ever that happens, our critics will honor and respect the Commission’s findings and put the case to rest.”
I would be more than glad to be proven wrong about Davide. Maybe his opportunism could work in interest of the Filipino people. He showed himself to be unethical when he enlisted the help of businessman Lucio Tan to have Estrada appoint him chief justice. But when he saw the imminent fall of Estrada, he did not have qualms of executing the final push.
Who knows he would be consistent to his being a political opportunist and do to Arroyo what he did to Estrada.
