Fisheries agreement upgrades PH, Taiwan political relations

Remember the Balintang Channel incident two years ago that briefly strained relations between the Philippines and Taiwan?

It was triggered by the shooting by members of the Philippine Coast Guard of a Taiwanese fishing vessel in the overlapping maritime borders between the Philippines and Taiwan in the Balintang Channel off Batanes on May 9, 2013. A Taiwanese fisherman, 65-year-old Hung Shih-cheng, was killed.

The Aquino government took the defensive position right away insisting that the Taiwanese vessel intruded into Philippine waters.

It was established that the incident happened 21.6 nautical miles from Batanes, not within the Philippine 12 nautical miles territorial waters but within the 200 NM economic exclusive zone. But at the same time it is 170 nautical miles from the southernmost point of Taiwan and still considered within its 200 EEZ.

International law provides the rules of engagement in overlapping EEZs. Shooting is never one of them.

The Aquino administration’s initial mishandling of the incident forced Taiwan to freeze the hiring and renewal of expiring work contracts of Filipino workers. There are some 120,000 Filipino workers in Taiwan. Taiwanese tourists also stopped coming to the Philippines hurting travel-related business.

It was an escalating crisis until some sense were pounded into the heads of the people in Malacañang. An apology was issued to Taiwan and the family of Hung Shih-cheng was given compensation.

The Philippine Coast Guard personnel involved were charged after an investigation showed they were at fault.

To prevent another similar incident to happen, the Philippines and Taiwan worked on a fisheries agreement that would set the guidelines in case of intrusion into what one country considers as its territorial waters or EEZ.

Last Nov. 5, the agreement was signed in Taipei by Representative Antonio I. Basilio of the Manila Economic and Cultural Office in Taiwan and Representative Gary Song-huann Lin of the Taipei Economic and Cultural Office in the Philippines.

The agreement provides that before law enforcement action is taken against a fishing vessel from the other party believed to be operating illegally in the overlapping EEZs, one-hour advance notification will be given to the fisheries and coast guard agencies, as well as representative office, of the other party.

If the vessel is found to have violated the law and subsequently detained, it will be released within three days after posting reasonable bond, other security, or payment consistent with the law of the arresting party.

Although the May 2013 incident did not happen in the disputed waters of the South China Sea (where Taiwan is also one of the claimants), TECO said the agreement upholds the spirit and principles of President Ma Ying-jeou’s South China Sea Peace Initiative, which calls for shelving disputes, pursuing peace and reciprocity, and promoting joint exploration and development of resources.

It is noteworthy that the signing of the Philippines- Taiwan fisheries agreement happened two days before the historic meeting of China’s President Xi Jinping and Taiwan’s Ma in Singapore.

Diplomatic sources said the delay in the signing of the fisheries agreement was the opposition of China for any official accord with Taiwan in accordance with the Philippines’ One-China policy that considers the Beijing government the representative of the Chinese people and Taiwan is China’s province.

Philippine relations with Taiwan, although vibrant, is limited to “people-to-people.”

Taiwan’s officials, though, said the Xi-Ma meeting had nothing to do with the timing of the PH-Taiwan agreement.

The Philippines and Taiwan will continue to hold consultations related to the implementation of the accord.

The fisheries agreement will provide a more stable and safer environment for both Filipino and Taiwanese fishermen. It will lessen the tension and contribute to peace and stability in the region.

Definitely, it upgraded PH and Taiwan political relations.

Alcatel OneTouch Idol 3 Review

The OneTouch Idol 3 is one of the earliest smartphones that Alcatel released this year. It boasts a 5.5-inch Full HD display, Snapdragon 615 octa-core processor, LTE connectivity, and Android Lollipop. Find out if its worth getting by reading our full review below.

Author’s note: We already have our first impressions of the device back in September. We will incorporate some of them in this review.

Design and Construction

The Idol 3 comes with some pretty interesting features that we have not seen before in any Android phone. The unit is thin and sleek, measuring only 7.4mm on the side. For a 5.5-inch smartphone, the Idol 3 is also very lightweight — just 141 grams compared to some of is contemporaries like the Zenfone 2 which is at 170 grams.

The flat design and rounded corners make it look simple at first glance but a closer inspection, one will notice that it has a symmetrical front design which means you can turn it upside down and there’s practically no difference (except perhaps in the placement of the 8MP front-facing camera). This allows you to use the phone at any orientation with similar user experience.

The display screen is also slightly raised from the front panel where the remaining area on both ends is where the front speakers are inconspicuously placed. This is almost the same execution as the HTC One where both speakers are positioned up front for maximum sound exposure.

The back panel is flat which slightly tapers toward the edges with the Idol markings right in the center, Alcatel OneTouch logo far below it, and the 13MP camera and LED flash at the upper left. The metallic silver trimmings around the sides add a bit of contrast from the dark brown brushed metal finish of the backside.

The power button is placed along the top left side, a rare placement that is kind of awkward at first until we discovered it’s accessible via the middle finger. Just below that is the micro SIM card and microSD card slot hosted on a single tray. The volume controls are on the right side at the same level as the power button, the 3.5mm audio port is up top and the microUSB charging port is at the bottom end.

Overall, the Idol 3 is well-built that it almost looks and feels premium. The thin and sleek design coupled with a light body makes it enjoyable to hold and look at.

Additionally, it has a claimed battery life of more than 8 hours on a single charge and is priced at Php13,980. There’s also a 13.3-inch variant called the HP Stream 13 which retails for a higher Php15,984.

asus_x200ma

It’s the one packaged by SmartBro in one of its Plans which sports an 11.6-inch HD LCD display, an Intel Celeron dual-core processor, 2GB of RAM, and 500GB of HDD storage. This Windows 8.1-powered laptop is available locally for Php12,995. The S20 is priced at Php14,988 and includes an 11.6-inch display, 2GB RAM, 500GB storage, and runs on Windows 8.1 OS.

Mid-range Laptops

Moving up the price category, we have the Samsung ATIV Book 2 that has a 64-bit Windows 8 installed, 2GB RAM, 500GB storage space, and a lineup of bundled software ready to be used. It has a modest price of Php21,900 which shouldn’t break the bank for a decent device. By adding about Php2K more and you could get a Sony VAIO E Series that has an 11.6- or 14-inch WXGA TFT display, 4GB RAM, 500GB internal storage, and a 1.7GHz AMD accelerated processor.

hp-pavilion-x360

There’s also the HP Pavilion x360 that was launched with other notebooks in SEA countries last May. Meanwhile, ASUS has its K401 laptop that possesses a 14-inch Full HD display with 4GB of RAM that can stretch up to 12GB. Storage space is at 500GB with an optional 128GB/256GB solid-state drive. lenovo-laptop-thinkpad-e450

Saved enough for something better? The Lenovo ThinkPad E450 might be the one for you. It’s equipped with useful functionalities like the three-button trackpad, Dolby speakers, and the company’s cloud storage so you could store and save more files. Specs-wise, you’ll get an Intel Core i5 CPU, 4GB of DDR3L RAM, and a battery that Lenovo claims to have a 9-hour life. It’s locally priced at Php49,992.

And if you’re on that price range, the 5th-gen MacBook Air would also make nice alternatives with the 11- and 13-inch models at Php44,990 and Php49,990, respectively.

High-End Laptops

Now, we go to the big players since investing on a really capable laptop is never a bad thing whether you use for work or even playing.

microsoft-surface-pro-3-2

Headlining this category is the Microsoft Surface Pro 3 (while still waiting for the local availability of the Pro 4) that you can definitely rely on for on-the-go productivity. It has a Surface Pen, a multi-position kickstand, and a Type Cover to fully take advantage of all its capabilities — all for Php60,000.

dell-xps-13-2015

Dell’s XPS 13 features some really thin bezels in what the company calls the Virtually Borderless Infinity Display. Aside from that, it carries an UltraSharp Full HD display spanning 13.3 inches across, edge-to-edge Gorilla Glass protection, Intel Core i7 processor, 8GB of RAM, and 256GB of SSD to name some of its key selling points. For what it offers, the Php74,990 price tag is actually not so bad.

lenovo_yoga3pro

Add a little more and you can include the Lenovo Yoga 3 Pro on your list for Php76,995. It comes with similar specs as the XPS 13, but with a bigger 512GB of SSD. You may read our review of the ultrabook by clicking the link.

For the gamers out there, feast your eyes on the ASUS ROG G752 Series that comes equipped with a sizeable 17-inch Full HD display backed up by the 6th-gen Intel Core i7 processor and NVIDIA GeForce GTX 965M GPU. Along with those beefy specs come a Php79,995 SRP. Apart from the VL model with 8GB RAM and 1TB storage, you can also opt for the more expensive VT variant that has double the RAM (16GB) and an additional 128GB of SSD in addition to the 1TB space — all for Php99,995.

macbook-pro

All those laptops still below your price range? The 2015 MacBook Pro tops our list with its 15-inch Retina display, 2.5GHz Intel Core i7 quad-core CPU, 16GB of embedded RAM, 512GB PCIe-based flash storage, and 2GB GDDR5 AMD Radeon R9 M370X that further enhance the graphics department. There is a configuration worth Php99,990, but the one with the aforementioned specs carry a price tag of Php124,990. Whew.
