Samsung has introduced another addition to their Galaxy Tab lineup, the Galaxy Tab Active, which is slated to go head-to-head with the also recently-announced Sony Xperia Z3 Tablet Compact.

This IP67-certified slate can survive being submerged underwater for up to a meter deep for 30 minutes and is completely sealed to avoid dust from coming in. Samsung was also keen to point out that their new tablet has an anti-shock shell that can withstand a 4-foot fall.

But although it can definitely exchange blows with the Z3 Tablet Compact in the durability segment, the Galaxy Tab Active lagged behind in the processing department. It only has a modest 1.2GHz quad-core processor (presumably a Snapdragon 400) with 1.5GB of RAM and an expandable 16GB of internal storage compared to the Z3 Tablet Compact which sports a 2.5GHz Snapdragon SoC with 3GB of RAM.

Last Monday over dinner, lawyer Ven Canta shared with us something that intrigued him when he visited the Philippine Government Electronic Procurement System or PhilGeps website.

It was an Invitation to Bid Reference No. 2785628.

The Procuring entity is the Manila International Airport Authority and the description of product or service it needs: Purchase of a Wristwatch.

Budget: P1,240,000.00.

Under the column “Quantity” is the figure “1”. Underneath another column “UOM” is the word “Lot.”

The phrase “Purchase of Wristwatch” appeared three times in the two documents that I saw.

We asked: What kind of watch is worth P1.24 million? And where would MIAA , that cannot even fix the airconditioning units at NAIA1, use that?

I emailed Ms Veracion Tuesday night asking for details about the bidding for a P1.2 million wristwatch. I was expecting to get an answer from her the next morning.

No reply by email. I was able to contact her Wednesday afternoon by phone.

Ms Veracion, who said she is with the BAC Secretariat, explained that P1,240,000.00 is for 124 watches (P10,000 each) that they would like to give to 124 employees who have rendered 30 years of service to MIAA.

I asked why the description is singular “Purchase of Wristwatch”? Why is there not stated that they need 124 pieces of wristwatches?

She explained the number of wristwatches would be known in the bidding documents. She said the P1,240,000.00 is for the whole “Lot” under UOM (Unit of Measure).

I thanked her for her patience in explaining to me the details of the Bid Notice Abstract.

I asked her why she did not reply to my email inquiry? She said the email address was for bidders.

You mean, it cannot be used for inquiry, I asked. What do you do with inquiries made by email about your office?

She said internet service at the MIAA is bad.

I laughed in order not to cry.

Look, a yummy cookie recipe with only 5 ingredients! How's that for simplicity? I was trying to find a cookie recipe that would include M&M chocolates instead of the usual chocolate chips. The allrecipes website turned up with this gem of a recipe that not only is simple to make but is scrumptiously delicious, too. Plus, it does not use eggs so perfect for those with egg allergies. It was a definite thumbs up from the kids. We did change the volume, however, as in cut it in half since we don't really need that much cookies.

250 g  butter - softened to room temperature
125 g  caster sugar (superfine)
200 g  condensed milk (half of a 397 g  can)
312 g  self-raising flour - sifted
250 g   chocolate M&Ms
  1. Preheat oven to 180°C/fan 160°C/350°F. Grease baking trays.
  2. Beat together butter, sugar and condensed milk until light and creamy.
  3. Add flour and mix until well combined.
  4. Stir in the M&Ms with a wooden spoon and mix well.
  5. Roll tablespoonfuls of the mixture into balls (about 3/4 inch in diameter).
  6. Place on prepared trays and flatten slightly with a fork.
  7. Bake for 11-12 minutes or until lightly golden.
  8. Cool in the tray for 5 minutes then remove and transfer to wire racks to cool completely.

It’s a wireless charging plate that’s compatible with all Nokia Lumia smartphones running on Windows Phone 8.1.1 and are equipped with Qi-wireless charging technology.
