Prov’l board run executive meet

 LINGAYEN - A clamor for a change in leadership in all committees of the Sangguniang Panlalawigan (SP) has started to set the wheels of criticism in motion in a drive towards transparency, accountability and

integrity in running the affairs of the provincial government, according to majority of members of the provincial board.

 

The move has put the regular meeting of the provincial board into an executive session recently.

 

In his privilege speech during the session, Fourth District Provincial Board Member Jeremy Rosario asked the body to declare all committee chairmanship of the SP, vacant.

 

The proposed declaration was contained in a manifesto which was signed by at least ten out of 15 members of the august body.

 

Those who advocated the manifesto included provincial board members Tyrone Agabas, Sixth District; Alfonso Bince, Sixth District; Charizzma Salud Carancho, Fifth District; Danilo Uy, Fifth District; Rosario,

Fourth District; Romeo Dadacay, Third District; Angel Baniqued, Third District; Nestor Reyes, Second District; Von Mark Mendoza, Second District; and Danilo Dizon, First District.

 

Members of the provincial board who did not affix their signatures on the manifesto included: Liberato Villegas, Fourth District and Alicia Pulido, First District as well as sectoral representatives Amadeo Espino, Association of Barangay Councils (ABC); Raul Sison, Pangasinan Councilors League (PCL) and Kazel Celeste, Sangguniang Kabataan.

 

The manifesto declared that those who support the call for a change have grouped themselves to initiate cutting across the barriers of party affiliations and biases.

 

Those who signed the manifesto also claimed that declaring the chairmanship of the committees vacant is their initial move towards instigating reforms within their ranks.

 

As a matter of expressing support and confidence in the leadership of their presiding officer, they have unanimously agreed to authorize Vice Governor Marlyn Primicias Agabas to name replacements to the vacated chairmanship of the various committees of the SP.

 

“This is just a routine which may happen at times when the SP members sense that biases accent the performance of certain members of the august body,” Rosario said.

 

Meanwhile, the vice governor said the collective move is the first time ever to happen at the provincial board.

 

During the session, the first position to have been filled up was that of the majority floor leader.

 

Fifth District’s Uy was unanimously installed as the new majority floor leader replacing Mendoza.

 

It was also Mendoza who nominated Uy to the position.

 

After Uy’s installation to his new position, the presiding officer adjourned the SP meeting.

 

Except for the majority floor leader position, chairmanship in all other committees of the SP remain vacant when this writer went to press.

No rice shortage in P’sinan

LINGAYEN — There is no rice shortage in Pangasinan, according to officials of the Department of Agriculture (DA) and the National Food Authority (NFA).

While rice shortage is being felt in many parts across the nation, Pangasinan has a steady supply of rice grain as stock buffers, the officials added.

At the NFA warehouse in Binalonan, at least 179,000 cavans of rice is available. The agency’s warehouse in Rosales has stocks at an estimate of 450,000 sacks. At the NFA warehouses in Alaminos and Mangatarem, about 150,000 rice cavans are also available, the rice officials disclosed.

The real problem which the NFA is now trying to solve is the price gap which implicates the NFA rice being sold at the price of commercial rice.

“This must not be the case,” the NFA officials said.

At present, the agency is doing is best to ensure a steady supply of rice for the “food for school program”of the Department of Education (DepEd), the Department of Social Welfare and Development (DSWD) as well as the “Tindahan Natin” outlets, the rice officials said.

Relative to this, the NFA is repacking its supply of rice at one kilogram per pack to prevent unscrupulous retailers from redoing it.

The move is intended to ensure the availability of NFA rice in the market and that it must be sold at P18.25 per kilo.

In addition to this, the NFA is also looking into the possibility of increasing rice supply allocations to its local retailers in order to prevent price gap.

The local NFA officials also allayed fears about the much-vaunted rice shortage in the country.

They said the shortage is very remote to happen considering the fact that harvest time is very much around in the lowlands and the influx of imported rice is taking place.

With such developments, prices of rice will surely stabilize within the next few weeks, the officials added.

Search for ‘lucky visitors’ on soon

 PEOPLE trooping to Dagupan City to join the celebration of the Bangus Festival from April 16 to May 4 this year could also have the chance to be picked as “Lucky Visitors”. 

Councilor Fred Quinto, chairman of the Bangus Festival Cookfest and president of the Hotel Association of Dagupan City, said this, adding, they are getting ready with the mechanics in choosing the lucky visitors. 

Quinto, chairman of the selection board, said winners shall be declared for categories that include: Most Senior Citizen, Biggest Family Delegation, Youngest Showbiz Personality, Couple from Farthest Place at Longest Staying Guest. 

Owners or representatives of all hotels operating in the city form part of the selection committee which Quinto chairs. 

He said the management of the hotels involved shall be the one to submit to the committee, the names of visitors checking in at their respective outfits purposedly to join the celebration of the Bangus Festival 2008. 

He disclosed that the selection of the lucky visitors shall commence on April 16 and culminates on April 28. 

For this year, lucky visitors will be given plaques, symbolic key to the city, certificates of participation, Bangus Festival t-shirts, best products of Dagupan City and an overnight accommodation for free courtesy of the management of the hotels where they are checking in respectively. 

The selection of the lucky visitors forms part of the Bangus Festival celebration that is made a tradition. 

Officials sign agreement promoting tourism

Reporter AUTHORITIES of the city government of Alaminos, San Fernando in La Union and Dagupan have already signed an agreement that is designed to strengthen a common tourism project inspired by the amenities provided by the Lingayen Gulf.Dubbed as the ferry system project, it aims to promote tourism destinations within the three cities.The project is geared to ferry tourists in visiting various tourist spots within the jurisdiction of the three cities.It also aims to provide opportunities for residents within the three cities to earn money that they could use to help them support their daily basic needs.Relative to this,  the preparation of a feasibility study to determine the viability of project is underway.Forming part of the study is the conduct of a survey on the hydrological characteristics of the Lingayen Gulf in order to assure the safety of passengers cruising the gulf.The second part of the study is directed towards determining the appropriate site where port facilities could be installedA marketing plan also forms part of the study to assure a workable marketing program that could help promote the project.Mayor Alipio Fernandez, Jr. expressed optimism the project could also boost tourism in the city and help in providing employment opportunities to its residents.Based on records of the Department of Tourism in Region I, at least 12 percent of the total number of foreigners who visited the country recently managed to explore tourism destinations within the Ilocos Region which includes the provinces of Ilocos Norte, Ilocos Sur,La Union and Pangasinan.

Reporter THE  DAGUPAN City government, in cooperation with various local government units (LGUs) within the province, observed the celebration of the Earth Day 2008 recently.Inspired with this year’s theme: “Tubig ay Buhay: Ating Pagyamanin at Linisin”, an “alay-lakad” sparked the start of holding the occasion.The activity, which representatives of the city also participated into, commenced at 3 p.m. at the gymnasium in Barangay Tomana East  in Rosales town. It ended up at about 4:30 p.m.The event also served  a welcome for another activity dubbed as the ‘People’s Caravan’ which was participated into by  representatives from the Cordillera, Ilocos and Cagan Regions in an effort to watch the signing of agreement among  those comprising the Sinucalan River Managerm,ent Council (SRMC).Those who watched the signing included representatives from the municipalities of San Manuel, Asingan, Binalonan, Laoac, Manaoag, Mapandan, Sta. Barbara, Urdaneta City, Calasiao, Mangaldan and Dagupan including those from the Deparatment of Publis Works and Highways (DPWH); National IrrigationAdministration (NIA); National Economic and Development Authority (NEDA); Department of Agriculture (DA); AFPC, ONCC and Federation of Farmers in Pangasinan, among others.The walk for a cause was intended to serve as a wake up call for authorities and residents concerned to move in nurturing natural resources within the Sinucalan River.Mayor Alipio F. Fernandez, Jr. was the guest of honor and speaker during the occasion. He was also among those who were asked to sign the memorandum of agreement for the rehabilitation of the Sinucalan River

Indigent families get health cards

BASISTA — Over 3,000 heads of families here and in the neighboring town of Urbiztondo received Philhealth cards from Governor Amado T. Espino during his recent visit. 

Espino handed over the health cards to 3,422 heads of indigent families in this municipality and in adjacent Urbiztondo.

 

The governor’s thrust of distributing health cards to the provincefolk catapulted Pangasinan as having the biggest enrollment of beneficiaries under the Philhealth program in the entire Ilocos Region.

 

At present, some 27,000 families from various parts of Pangasinan are enrolled under the Philhealth program, according to the agency’s Vice President for Region I Leo Douglas Cardona, Jr.

 

The Philhealth enrollment of indigent families is one of the various massive pro-poor programs outlined by the governor to help build a healthy and productive citizenry.

Speaking before a huge crowd, the governor expressed his strong desire to have residents from all Fourth and Fifth Class municipalities in the province to be enrolled under the Philhealth program, in addition to providing health cards to the poor families from towns that belong to the First, Second and Third Class towns in the province.

 

The present administration initiated the move to enroll each indigent head of the family to PhilHealth by shouldering the premium payments amounting to P600.00 instead of the usual equal sharing between the provincial and municipal government.

Espino has asked the national government for a P30-million support to likewise fund the enrollment of more indigent Pangasinenses.

He also made clear that under the PhilHealth Indigency-Sponsored Program, all heads of indigents families in Pangasinan could avail of the same benefits. 

Only qualified PhilHealth members and their dependents can avail of sickness benefits such as room and board, drugs and medicines, x-ray, laboratory and others, operating room and professional fees.  However, the benefits to be given by PhilHealth depends on the nature of sickness which the patient suffers and classification by the hospital where the patient is confined into.

The member’s legal spouse, his children below 21 years old and parents who are 60 years old and above automatically becomes his beneficiaries and could enjoy the same benefits with that of the member.

Aside from universal PhilHealth enrolment of indigent families, the governor is all set for the integrated rehabilitation and upgrading of facilities of the 14 dilapidated provincial hospitals.

A key official of the Espino Administration said that the governor wants to provide the best health care service for the poor people of Pangasinan. “This will bridge the economic divide between the rich and the poor,” the source said.

Espino made a brief visit and inspection to the vicinity, buildings and facilities of the Pangasinan Provincial Hospital in San Carlos City right after the distribution of PhilHealth cards.

“To make Pangasinan the best place to live, work and raise a family, we must have quality health care that our people can afford,” Espino said during a recent project briefing he conducted at the Sangguniang Panlalawigan premises. (WITH REPORTS FROM CHONA BUGAYONG/PIO)

Time to reflect

THE CALL for the declaration of chairmanship in various committees of the Sangguniang Panlalawigan (SP) as vacant is an extraordinary move among members of the provincial board.

 

It is also a manifestation of a collective move to initiate cutting across the barriers of party affiliations and biases which the members of the SP see.

 

Majority among the members of the provincial board have agreed to go for declaring the chairmanship of the various SP committees, as their initial move towards instigating reforms within their ranks.

 

What is surprising is the fact that the members of the SP have thought about expressing support and confidence in the leadership of their presiding officer such that they have unanimously agreed to authorize Vice Governor Marlyn Primicias Agabas to name replacements to the vacated chairmanship of the various committees of the provincial board

 

What do these scenarious suggest, after all?

 

The SP is but one part of the provincial government which deals with legislative functions that give the provincial board members, the privilege of drafting resolutions which serve as check and balance in running the affairs of the provincial government

 

That of Governor Amado T. Espino’s group of force working for a common goal towards the development of the province and its people represent the executive branch of the provincial government.

 

While Governor Espino may have been enjoying the right to run the affairs of the provincial government, his decision at any given instance over matters which put to stake the welfare of the province and its people must always pass through the scrutiny of the provincial board members.

 

These are facts which components of both the executive and legislative branches of the provincial government, for sure, are aware of.

 

The reign of the provincial government during the past several years did not entail an incident which figured a collective move from the legislative branch, to reshuffle leaders of its various committees.

 

Such a scene suggested symbiotic relationship between the two branches of the provincial government and that any kinks that may have risen out of running the affairs of the province were within tolerable ranges that saved the interaction between the legislative and executive branches from breaking apart.

 

When at least 10 out of 15 members of the provincial board instigated the move to call for declaring as vacant, the chairmanship of the various committees and instead look for possible replacements, something must have gone wayward along the way.

 

At this point in time, we could only keep our fingers crossed and hope that the scenario improves to bring back once and for all, the symbiotic relationship between the legislative and executive branches of the Pangasinan government.

Going sleazy

 WHEN at least 10 out of 15 members of the Sangguniang Panlalawigan (SP) affixed their signatures in a manifesto that calls for declaring vacant the chairmanship in all committees of the provincial board, it presented a scenario of discontentment.

 

A quick look at the manifesto reveals that the members of the provincial board are seeking for transparency, accountability and integrity in the performance of their legal and moral duty as legislators.

 

The members of the SP have organized themselves into a new group within the provincial board, with the aim of transcending and cutting across the barriers of party affiliations and biases which some among them have resorted to, apparently.

 

Because of this, the members of the new group at the SP have also thought about declaring as vacant, all the positions at the provincial board, except those which by law are allocated for the ex-officio members, as their initial step towards realizing what they are seeking for.

 

With this as a point of consideration, let us try to recall how things have started and continue cropping up.

 

During the recent meeting of the provincial board, Fourth District Provincial Board Member Jeremy Rosario asked the body to declare all committee chairmanship of the SP, vacant.

 

This presented a scenario which converted the legislative meeting into an executive session.

 

But Board Member Rosario  was quick to have described the scene as a routine which may happen at times when the SP members sense that biases accent the performance of certain members of the august body.

 

During the session, the first position to have been filled up was that of the majority floor leader in which Fifth District Provincial Board Member Danilo Uy was unanimously installed into, replacing Second District Provincial Board Member Von Mark Mendoza.

 

Board Member Mendoza was instrumental to Board Member Uy’s installation into his new position as he was nominated by the former for the position.

 

After Board Member Uy’s installation to his new position, Presiding Officer and Vice Governor Marlyn Primicias-Agabas adjourned the SP meeting leaving chairmanship in all other committees of the SP, vacant..

 

Does this mean that a new force at the SP is in the offing? If ever, is it meant to go against the administration of the ruling party man?

April 7 is a non-working holiday

 The day will mark Araw ng Kagitingan (Day of Valor), which is traditionally commemorated on April 9, when the province of Bataan fell to the Japanese during World War II.

The declaration is in keeping with the Arroyo administration?s policy of rationalizing the observance of national and special holidays under Republic Act 9492.

To implement RA 9492, President Arroyo signed on Feb. 18, 2008 Proclamation No. 1463 which set the specific dates of movable holidays.

Thus, the observance of Araw ng Kagitingan, also known as Bataan Day, will be moved to the nearest Monday, April 7.

On April 9, 1942, Major General Edward P. King, Jr., commander of the Luzon Force in Bataan, surrendered more than 75,000 starving and disease-stricken Filipino and American troops to the Japanese forces.

The prisoners were forced to endure the 90-mile (140-kilometer) ?Bataan Death March? from Mariveles, Bataan, to Capas, Tarlac.

Under the labor law, employers must pay 200 percent of their daily rate to employees who report for work on legal holidays — New Year’s Day, Araw ng Kagitingan, Labor Day, Maundy Thursday, Good Friday, Independence Day, the last Sunday of August (National Heroes Day), the end of Ramadan, November 30, Christmas Day, and December 30.

President Arroyo made holiday economics — the practice of moving observance of holidays in order to give workers long weekends — as an official government policy when she signed RA 9492 into law.

RA 9492 provides that holidays, except those which are religious in nature, are moved to the nearest Monday unless otherwise modified by law, order of proclamation.

The “movable days” are Bataan Day (April 9), Labor Day (1 May), Independence Day (June 12), Ninoy Aquino Day (August 21), National Heroes Day (August 31), Bonifacio Day (November 30) , and Rizal Day (December 30).

Exempted from the policy are Christmas Day (December 25), New Year’s Eve (December 31), New Year’s Day (January 1), Holy Thursday, Good Friday, Easter Sunday, Eid’l Fitre (October 13), and All

SRBC EGR Staff Attend Macro-Encounter in Manila

This time it’s the Bogota type of Encounter God Retreat that the Solid Rock Bible Congregation (SRBC) will conduct starting next month. This development occurred after five SRBC EGR staff went through a dry run Encounter held at the Masagana Mall along Taft Avenue, Corner Kalaw St., Manila last April 4-5, 2008.

Yes, the Bogota type of Encounter is a 3-day Encounter God Retreat designed especially for the local church. The recommendation of G12 Philippines Director Rev. Oriel Ballano is to do away with the 2-day EGR of the Pangasinan EGR Network. The 3-day Encounter is really custom-designed for local churches so that they can conduct their own. They don’t have to go somewhere else for the Encounter part of PEPSOL.

The five SRBC staff who went to the 3-day Macro-Encounter are: Rev. Charlie Loranza and his wife Tess, Ptr. Jess Paragas, Sis. Kess Malicdem and Sis Angelita Fernandez.

May 14-16, 2008 is the tentative schedule of the Macro-Encounter here in Pangasinan to be conducted by SRBC. Member pastors of the EGR Pangasinan Network are expected to go through this 3-day Encounter for them to see how the Bogota Encounter works and how they can do the same in their own churches later on.
